By the mid-1800s, it was common for political parties to provide voters with pre-printed "tickets" listing their candidates. Abram Cole, whose name heads this ticket, was a resident of Tottenville, Staten Island. He served multiple terms as Town Clerk of Westfield and as a member of the Board of Supervisors. He was quoted in a New York Times article on March 24, 1889, declaring his opposition to Staten Island becoming part of the City of New York: "Jersey Preferred to New-York. The residents of Westfield Township, Staten Island, are much opposed to the passage of the bill to annex the island to New-York City. Supervisor Abram Cole said yesterday that he did not believe in annexation, as he could not see in what manner Richmond County, as a whole, could be benefited by the scheme...Supervisor Cole believed that it would be better for Staten Island to be annexed to the State of New-Jersey, as the latter was more in sympathy with Richmond County than New-York. 'If you were to draw a line from Communipaw to Sandy Hook,' continued Mr. Cole, 'you would find that Staten Island lies within the line drawn, and that our island is much closer to New-Jersey than it is to New-York.'
