A printed inscription, filled in with handwritten names, reads: "TOMPKINSVILLE FIRE POLICE / COMPANY / This is to Certify / that Charles h. C. H. Stebbins was listed among the founding members of the Tompkinsville Fire Police Company in "An Act to incorporate the Tompkinsville Fire Police Company" (Laws of the State of New York, 1862).
The legislation stipulated that among their duties, the company "shall be ready at all times to save and protect property at fires, have the custody of the same during and until after any fire, and to arrest all depredators upon such property, and take them before a magistrate to be dealt with according to law."
