Ownership and History Hoffman and Swinburne Islands are two small islands just off Staten Island's eastern shore. For many years they served as part of New York's quarantine facilities, housing arriving immigrants who were ill or suspected of being infected with cholera, yellow fever, and other contagious diseases.
